Denial of railway concessions at ticket counter for handicapped?

This is w.r.t. the fare concessions for handicapped in rail travel: at some stations the ticket clerk refusing to issue concession tickets by simply saying invalid certificate while at major stations same is been accepted. I had bitter experience mainly at Kazipet-AP and Badnera-MS railway stations. Even after comply as per guidelines laid as per Appendix 1/36 Concession form why the ticket clerks deny during the issue of the tickets. As due to fear of missing the train, we forced to buy general tickets. Let me please have the valuable tips for dealing and book the complaints with such situations.

There is no choice by the ticket inspector, its the law!
