I am looking for the website from the Department of Health for restaurant ratings, for the states of Maryland and Pennsylvania.

I don't know about your area but the health department website is usually accessible thru your county and sometimes city websites.  Not all areas have that information available to the public.

I've found a local list of restaurants that might help. You can narrow down the Maryland results by cities nearby to you. If you call a few of the restaurants you can narrow down wich one would work best for you. http://www.restaurantreviewsratings.com/...
