Department of Homeland Security or a decentralized system with deeper community?

Would a centralized system like the Department of Homeland Security or a decentralized system with deeper community connections better enable the U.S. to operate according to the goals of the Department of Homeland Security’s Strategic Plan? Explain why you think one would be more effective than the other.

  1. *IF* the Department of Homeland Security was operated properly, I would be for it. However, if I knew that it'd get my civil liberties back, I'd trade in the DHS for a decentralized system any day. Ever since the Patriot Act was passed my opinions of the DHS have taken quite a turn.


  2. I would say a centralized system would be better (why can't a centralized system have deep community connections). Reasons being is that in a similar system with the FBI and other police agencies they don't always share their finger print info/collection, and are getting bad results as to getting finger prints and having to work to find out which stations are not connected to the FBI and get their info. Even the cooperation with the FBI and the CIA are still trying to work together more as results have shown that it increases productivity or in this case better security.
