Dependants of an L-1 visa holder?

I have friend coming over on an L-1 visa. His children are coming also. As this is a non-resident temporary visa will his children beable to enrol in free state school or will they have to pay.

The children will be able to get an L-2 visa as the dependent of an L-1 visa holder. This will allow them to enroll in the local school system as any child living in that school district would.
