  1. 3 year olds arent babies. children are observed to see what stage they are at and how to provide activities/experiences to progress them. hope this helped!

Many specialists observe children to see specific aspects of development as compared to other children their age.  For example, can they sit still for normal durations, how well are they letting their needs be known, do they appear to have motor skills expected for that age or how to they play and appear to learn or solve problems.  This may lead to referrals to specialists who might enhance weaker areas or even suggest that parents work on these areas.  Early intervention is a great way to help a 3 year old "catch up" and have an easier time with fewer problems later.

  3. I'm slightly confused, but I'm going to assume you want to know how someone with a 3 year old observes their development compared to the "expected/normal"....so....

    I have  a 3 year old daughter.  I would say she is in the 50 percentile physically.  She's a little on the smaller side, was a later crawler but walked at 13 months and is still a thumb sucker.  Very clingy.  I would put her into the above average rating intellectually.  She speaks very well & mostly acts older.

    I don't use the expected pattern as a rule.  As she grows and get's older, we go based on what she is ready for as well as suggestions from our peditrician.
