    Do you meant what is the climate of a steppe?

    Doesn't really belong in global warming if that's the case but here goes...

    A steppe is a large semiarid grass-covered plain. Technically this includes places such as the Great Plains of North America but the term is most generally used for the plains in central-north Asia (e.g. Siberia).

    So, if you have ever been to the Great Plains area, you already have a good idea of the climate:

    Technically, it is a "continental climate" - large seasonal temperature swings (very hot summers, bitterly cold winters) due to a lack of moderating open water.

    As the definition says, it has low rainfall but not low enough to qualify as a desert. Flora tends to grasses rather than trees which is both cause and effect factors of the dryness.

    Weather conditions tend to be stable in the sense that a high or a low can last for weeks, winds (or lack thereof) can be steady for days even weeks on end.
