Describe the social work sevices, that might intervene with people who cannot afford it?

Well most social workers will offer services on a sliding fee scale.  Social workers will work in many public and non-profit programs that do not charge for their services.  So money is rarely the issue for access to social workers.

Not exactly sure what your question is but what comes to mind is Medicaid, Food stamps, Welfare, WIC and child care assistance.
