The high pressure belts at about 30 degrees N and S latitudes are called 'Horse latitudes'.A low pressure belt exists at 60 degree latitudes N and S.So a pressure gradient exists between these two pressure belts.Hence wind blows from the horse latitudes(high pressure area) towards the poles(towards the low pressure area at 60 degres N and S) and these winds are called the 'westerlies'.
