Further, is morality a cultural standard? Or should it be established by the individual first?

you shouldnt mix the two. picture a court trying a murder and the defendant claims god told him to do it.....what do you do. believe him that god commanded him to kill or lock him in the nut-house

Religion and public policy shouldn't be mixed.

Thou shall not kill or Murder in the 1st

Thou shall not steal = theft

tho shall not bear false testimony = perjury

thou shall not be unfaithful to your spouse = painful divorce

just the foundation of our legal system and the people who seek to eliminate it seek no law what so ever.
