Desktop problem toolbar dissaperaing?

my computer desktop will flash and the toolbar will go away. I have to use ctrl alt delete then go to a new task to get to the web. How can i fix this?

You have a virus on your computer, download a virus protection program and remove the viruses.

Get the properties of the bar and ensure that the hide option is disabled.
