Despite new flasher, both right and left signals blink rapidly or they don't blink.Hazard blinking is OK. Why?

Check all 4 flashers or the fuses.  If they are checkout ok then its the turn signal switch.

have a look at the fuse box under the dash board. it might be a blown fuse.

Check all signal light bulbs sometimes when one side of the bulb is blown and fallen down on other side it can do this.

Did you recently change one or more bulbs? If so, you may have installed the wrong one somewhere. An incorrect bulb, even though it may fit, will cause erratic turn signal operation. Check your owner's manual. It will tell you the proper bulbs to use.

The hazard mode does not work in the same fashion as left and right turn indicators do and will flash all turn indicators at the same rate irregardless if a bulb is out.  The different rates when using the turn indicators is to help indicate that there is a problem.

Turn the hazards on, then get out of the vehicle and walk around it noting which lights are not blinking.  Start there.  Make sure the bulb is not blown, that it's the correct type, and it's securely in its socket.  I would be surpised to learn that it's the actual flasher, especially since you tried replacing it.

It could also be a bad ground.

Recheck the flasher or just take in back and get a new one first, check and make sure that all of the bulbs are working and installed correctly, then check the multifunction switch assembly for correct operation.

Is it a Ford ? Either way look at the multi function switch as the problem.

As said elsewhere, check all lamps first, somewhere there is an imbalance of load resistance. (hazard flasher is by itself and does require a higher rating due to the fact that it switches twice the load as the turn signal flasher)  GOOD LUCK  --IC
