I can't answer that question.  I can attempt to explain why.  The speed at which electricity travels such as lightning depends on resistances in between 2 points.  If there is more moisture in the air it should make electricity travel faster because there is more conductivity.  Lightning usually travels faster than the speed of sound but I have seen lightning close and not heard the thunder.
