Determine whether the equation represents y as a function of x?

Here's why: a function associates a single output to each input.  For any value of x you plug in to the first equation, you can find a single value for y.  However, in the second equation, for every value of x that you plug in there are two possible values of y that will work.  (If x is 2, y can be either 1 or -1).
