Dialing 0 for the operator, fast busy?

I actually work in telecommunications, and we have a customer who is getting fast busy when they dial 0. Anyone have any clues? Im pretty sure they are dialing properly.

Is there a toll restriction on the line? That would prevent them accessing 0. If they are on a key system or PBX it may be blocking 0 in the CPE.

It may be a centrex line to where they need to dial nine to seize an outside line.
