The term "Underground" can also refer to an illegal market.

Water resources is very political.

Mafia Kingpins and Government officials are basically the same.

e.g.

small families farming for generations lose their farms and water because the people in the big city hundreds of mile away need it more.

Fish in rivers can't spawn, become endangered because the water is diverted to farms.

Underground water (Groundwater) is usually obtained from a well.  It is used throughout the western plains (Texas panhandle, OK panhandle, Eastern CO, Nebraska) to irrigate crops, especially those with high water demands like corn.

Many cities throughout this area also depend heavily on groundwater for household and industrial uses.  Industries such as meat packers use groundwater for cleaning meat and processing facilities, feedlots and dairies use groundwater for watering livestock and cleaning facilities.  Groundwater is used in support of petroleum operations in refinery cooling towers, in electrical generation (for steam production) and concrete production.
