  3. are you asking about aquifers?  dont let big industry tap into local aquifers and deplete them.  Also dont pollute them.

    Adding my own silly twist:

    The term "Underground" can also refer to an illegal market.

    Water resources is very political.

    Mafia Kingpins and Government officials are basically the same.

    e.g.

    small families farming for generations lose their farms and water because the people in the big city hundreds of mile away need it more.

    Fish in rivers can't spawn, become endangered because the water is diverted to farms.
