No, you need to look at a map and get a good picture of Mexico in your mind.  Dean was in the Gulf of Mexico on the eastern side of Mexico.  Cabo is at the tip of the Baja Peninsula where the Sea of Cortez and the Pacific meet, on the western side of Mexico.  It is like the difference between New York and Los Angeles in the United States.  See map at website below.
