Did George Bush fire up his hurricane machine again?

The rumor is that George Bush fired up his hurricane machine again in order to the keep the democratic base in New Orleans, the looters, from becoming involved in the elections. I myself do not believe that their base in New Orleans are smart enough to get to the polls, much less read the questions.
