Did God create hermaphrodites?

According to the bible, he created men and women. The bible is against homosexuality. But what about hermaphrodites? The personality of this person can be masculine ( male ) and feminine ( female ), So now there is a confusion in this person of who he or she really is. Why did God created this? This is not normal.
