He did not see his father.  He saw an apparition which presented itself as his father.  As the watchmen saw it too, we are to take it on face value that it was in fact his father's ghost.  This is a critical component in the play which serves to help resolve many opinions about Hamlet's actions thence forth.

    I think it is correct to also assume that he saw his father before his death, which took place before the first act of the play.
