Yeah, his FBI did dig up a LOT of dirt on famous people, politicians, actors, etc. What's so ironic is that J. Edgar was a closet homosexual and cross dresser. Imagine that ugly dude in a dress! He had his close 'aide', Clyde Tollson, who never married just like J. Edgar. It was rumored, even back in the 30's, that Clyde and J. Edgar were intimate. Years ago, I read where back in the old days, an agent's wife had a baby, who they named J. Edgar since he was a boy. The joke in the bureau back then was that if the baby had been a girl, they would have named her 'Clyde'. Don't get me wrong, I'm not 'g*y bashing'. I'm just saying that Hoover was a hypocrite for spying on other's sexual orientations while being a practicing homo himself.

he ran investigations on all politicians for the safety and  interest of the state of America.

since the amount of politicians who  are fully innocent of not inflating travel expenses,have extra marital affairs etc and other outwardly  socially offencive events are numbered in  er well zero ( same all over the world)  it was a case of being able to publish a file showing undesirable actions by all those who rose through the ranks that in effect made him  virtually unsackable by any incoming president etc.
