Justinian attempted to modernize Roman laws and traditions, but did not fully revive the empire.  Instead, he incorporated the many traditions into the Byzantine Empire, but integrating it with their own modern culture for a modernized twist on Roman society. The Byzantines also shared some of this Roman tradition with Kiev through the Dnieper River in Russia.
