Yes, he won! If you watch the video closely, from the bottom view, you can clearly see Phelp's palms already on the wall, and even bent going forward while Cavic's fingers are still outstretched. Cavic made the mistake of gliding to the wall too soon and lifting his head out of the water.

No conspiracy there. The frame by frame showed that Phelps touched the wall before Cavic. Even Cavic believed the system and didn't protest (it was his coach who protested, not him). The Omega system handlers and FINA showed it to the Serbs and they agreed.
