Only in Obama's own mind and the mind of America's enemies. Obama overruling our military commanders means he will order them to stop killing people who are killing Americans.

The USA's military is under the control of the President and his Secretary of defense. Always has been. He does not "overrule" military commanders, he gives them orders.
