From a technical standpoint she did kill the project.

The reality of the situation, and she acknowledged as much, when she killed the project is that she supported construction of the Bridge.  She killed the project only after Congress dropped the earmark that financed the construction of the bridge.

This is what she said in August 2007 when she put an end to the project.

"It's clear that Congress has little interest in spending any more money on a bridge between Ketchikan and Gravina Island,"
