No, not at all.  

Congress stripped the bridge stipulation (earmark) from the funding in the fall of 2007.  Here's the CNN story.

Wrong, fog commander. She helped zap it when she became Gov. of Alaska. She is a great reformer and the old crowd, like Sen. Ted Stevens, are on their way out. Only a few like McCain fought earmarks and refused to play the game like Biden and most others.
