His principle enemies were pirates, criminals who work outside of national boundaries on the high seas. There is no duly constituted police force, so each nation is able to deal with pirates as they choose. The Phantom is his own sovereign, so why shouldn't he take revenge by doing good?

His detractors were arrogant, misguided and completely dispassionate about the music.  Phantom did thema favor, for which he demanded a humble return.  They refused, and were punished accordingly.
