Did anyone see the commercial for child tax benefit in ontario canada?

i saw this commercial or ad for child tax benefit in ontario canada and it was somewhat disturbing. At the end of the commercial it showed a shady looking guy standing in front of a playground or school yard and he is looking around like he is suspious or something. Take a look and tell me if you feel the same. I think it is sending a wrong message.

You are right, I do not know what the MaGinty government was thinking when that commercial was okd for broadcast.
