Did i complete 3 years of spanish?

I live in nyc, and when i started high school, i was a year ahead in spanish. I took the regents in june and i am not planning on taking any more spanish because i have got up to the level that you are required to reach. However, colleges say that you need 3 years of high school foreign language to be exempt from taking it in college. i only did 2 years, but does it count as 3 years because i completed the 3rd level of spanish?
