Did i get the job? no second interview ?

i was asked for additional documents and they said they are now going to do the background check..which they said will take at least 3 weeks, does that mean i got the job? or they do that to all applicants?

They wouldn't waste their money on background checks unless they were interested in hiring you.They may have narrowed it down to a couple, but I've never been through that situation where I wasn't actually hired.
