He wept in sorrow for the coming judgment of Jerusalem. God had come in flesh. Yet they failed to recognize him.

Mat 23:37  O Jerusalem, Jerusalem, thou that killest the prophets, and stonest them which are sent unto thee, how often would I have gathered thy children together, even as a hen gathereth her chickens under her wings, and ye would not!

Mat 23:38  Behold, your house is left unto you desolate.

I think he was weeping in sorrow because he knew the coming tribulations for the Jewish people. God loves the Jews, no matter how rebellious they have been or might be.
