Did paypal use to do this before?

I just bought something off ebay and I added a new card to paypal and I can't pay until I confirm this card right? Does it really take 2-3 days for the code to show on the card statement? What if the ebay seller requires me to pay within 24 hours and I can't because paypal takes too d**n long to send the code?

Yeah they've always done that, the other alternative that is instant is to add your bank account and make your account Verified.
