No.  He is a fictional character.  he first appeared in a 19th century novel called The String of Pearls, an early detective story, in which he is simply a villain.  More recently,a musical was written about him in which he is given a tragic story that somehow explains why he became a murderer, and tries to turn him into a sort of tragic hero (it does not succeed, in my opinion).
