Absolutely not!  The buffalo (actually bison) was regarded by government officials (especially military officials) as the native Americans' commisary.  General Philip Sheridan, known for his comment "The only good Indian is a dead Indian" promoted the idea of killing off the herds so the native Americans would have to depend on the reservations for their survival.  See note 39 and its footnote in the source cited here below.

  5. No. Neither conservation, nor the welfare of Indians were a concern of the government in the 1800's.

  6. no that's why the buffalo was wiped out. in Kansas &ok thousand were kill for the reason to get rid of the food supply. if you control the food supply you control the people.
