Did the French say they were going to beat Michael Phelps?

I heard this from my dad, but I don't know if it's just a rumor or they actually said it.

I believe the French Team held the previous world record on the 4x100 freestyle relay and most analysts said they were the biggest threat for Phelps quest of 8 medals. However, this was something the press build up not the French

The French said they were going to "Smash the Americans" in the 4x100 relay the other day (which Phelps was a part of).

But they never specifically said anything about Phelps.
