Perhaps my being a Southerner biases me in this regard, but I get the distinct impression that the radical Republicans in Congress wanted to punish the South, and they were not interested in anything else. Abraham Lincoln was genuinely interested in rehabilitating the former Confederate states, but I doubt anyone in Congress was.  

  3. Yes they did!!!

    They managed the entire subjugation of the Southern people by the military dictatorship.

    No white Southerners were allowed to run for political office or vote.
