Did the mover double charge my friend?

My friend moved 48 miles, mostly highway(46miles state highway.) It's one hour drive by speed limit. Mover started at 9am, finished packing by 10am(1 hour). Started driving on highway, arrive on second place 50 mins later.(say 1 hour). Unload for 2 hour. Total they spend 4 hours. They charged 4.75hour for labor,(yes, they put 45 mins more). $160 per hour for labor. So for 4 hour 45 mins, is $760. Then they charged travel time,(hour and half, ) $160x 1.5 hour=$290. plus, materials, tapes, etc for anohter $60. So my friend's total bill was $1110.

My question is, they charged the travel time($290), then they charged labors during the travel time, too. Is that a doube charge? They just sit in the truck and I paid travel time, should they still charge labor time for that hour and half? Thanks.
