Did the new york state DMV recently change its law?

Question

regarding senior licenses? did they change it that you have to be 18 to get it regardless of whether you took a certified drivers education program? because it used to be that you could get it at 17 if you took drivers ed.

Operator, Class D: Issued to drivers age 18 or over, or to drivers age 17 with Driver Education.
