  1. Yes but it was NOT because of any of his policies! It was George H.W Bush that decreased the debt and made a surplus!

    Go check the Treasuries website.  Our public debt actually did NOT decrease; however if Clinton was in office for one more year, then the debt wold have likely decreased.

  3. Because Clinton had to cope with the massive deficts left from the Reagan "fiscal policy", yes. But by the time Clinton left office, those deficits were gone, spending was under control, and we had a surplus.
