no not always it is all about the infrastructure managment and placement is concern.

Umm no, usually it's the other way around. Though there are some public universities with very good rep's.

The top private schools are usually better than the top public universities, but there are excellent public universities that are better than many private schools.  Reputation is NOT everything.
