Did the time change for Baja Mexico occur today instead of Nov. 4th?

I work in Baja, but frequent San Diego. When I entered Mexico today my time on my phone changed and everyone I work with said it changed. However all my friends say it takes place next Sunday.

The time changed in Mexico and in the rest of the world that uses daylight savings time today.  The U.S. has decided to go a week longer .  See website below for dates for time changes for the next several years.

Mexico is on the old daylight savings schedule.  It's the US that is a week late in the Fall
