Did they test taser on innocent animals b4 they came out on market?

Unfortunately, yes.  There are many tests, particularly on pigs.

The first time I saw a taser was on "That's Incredible", a tv show, in 1983.  The inventor was showing off his new technology, grabbed a volunteer from the audience, and tased him!  He didn't look to happy when he got up a minute later!
