Did this magazine use their semicolons properly?

I was reading the magazine, Computer shopper, and I noticed the writer was using semicolons instead of commas to list the pros and cons of this particular product (Palm Treo 680 cell-phone).Is this a mistake or was the writer correct for doing such?

Example:

Pros:

Sleek design; can be used as a wireless modem; robust e-mail capabilities, productivity tools; bright touch-screen display.

Cons:

No integrated Wi-Fi; subpar camera; cramped keyboard; poor-sounding speakerphone.

  1. That's an inappropriate use of semi-colons. They should have use commas since it's a list. Semi-colons are for connection clauses, which are basically sentences.
