Did this person deserve alot more than just a school suspension?

One time in high school one of my classmates has assaulted one of his female classmates and the only punishment he has recieved is a short term school suspension and they didn't even bother putting those two in seperate classrooms (they're both in Special Education) and the teachers acted like that the incident was nothing.

I suppose it's largely at the discretion of the school board &/or principal isn't it?  There maybe more to the story than you're being told too.  And first offenders don't usually have the book thrown at them.  

I'm not getting the part about why you're so concerned however?
