  1. Yes and no. Many news reports are saying that Alma became Arthur. The truth is that the REMNANTS of Alma became Arthur, but the experts (the hurricane folks at NOAA) had this on their discussion page when Arthur first formed Saturday morning.... " ARTHUR IS ALREADY

SOUTH OF A DEVELOPING RIDGE OVER THE GULF OF MEXICO...THEREFORE A

GENERAL WEST-NORTHWEST TO WEST TRACK IS FORECAST. NONE OF THE

AVAILABLE MODEL GUIDANCE BRINGS ARTHUR NORTHWARD AWAY FROM THE BAY

    OF CAMPECHE.

THIS SYSTEM IS NOT DESIGNATED TROPICAL STORM ALMA BECAUSE THE

SURFACE CENTER OF ALMA DISSIPATED OVER THE HIGH TERRAIN OF CENTRAL

    AMERICA YESTERDAY. "

So, technically Alma was already gone over land and then Arthur formed over water just a bit away. But Arthur did form from some of the leftovers.

Sorry for the caps --- that was a cut and paste directly from the Hurricane site.
