It's not a "monster", it's not a turtle because a turtles spine is connected to it's shell and there is no damage to the spine of this animal.

Some have suggested it is a raccoon, my opinion is that it's a dog and the so called "beak" is nothing more than it's canine teeth showing because the snout had decomposed, giving it a "beak" like appearance.

it is not a turtle!!

if a shell had come off a turtle then it would be a bloody mess because the spine of the turtle is connected to the shell and there is no evidence in this picture of the spine being ripped out!
