I didn't go to the video.  But his accent is fake, he thinks it makes him sound worldly and intelligent.  His brother sounds just like the rest of America with no trace of an accent.  The phlegm in his throat is to make his voice deeper to make him sound like more of a man and to hide his being g*y.
