That is c**p.  You don't show the video just still shots.  You watch the video you see a man who is not stumbling or slurring.  He did interviews before and after the shots shown in the video and he was clearly not drunk.  Hugo Chavez is a moron.

Yes. That's him alright. Was he really drunk, or maybe he just has strange facial expressions?  I've never drank, but sometimes when I watch him on tv he makes me feel like I should start.
