Using basic body language reading skills: Was it because she was trying to 'isolate' herself from the situation? Or is it just a side effect of being high? Or possibly she just talks like that ALL the time? Maybe she was imagining being the first lady at the same time??

you left out maybe she's not a public speaker.  She could have been "imagining" the audience in their underwear to feel more comfortable.
