Didn't John McCain set up the tent city prisons out in the Arizona deserts? Saving taxpayers?

Was it him or a sheriff or who that when prisons were overcrowded and building expensive ones was prohibitively expensive, set up a tent incarceration camp, sans luxuries, in the desert where no one would want to escape. If I recall correctly, he spent time there to show it wasn't unduly harsh (not compared to his 5 1/2 years as a POW)
