why has diesel went from the cheapest fuel in 2002 to the most expensive today

because the speculators say that the demand for diesel in other countries such as China and India will go up, so then the companies charge more for diesel.

Because of the government requirements for an extremely low sulphur content. More refining steps cost more money.

It's called Supply & Demand.  And I personally think something hinky is going on with all gasoline (oil) prices.
